I had practically finished

this official letter when I got your letter

No 53502/35 of the IIth. On the whole, I think

that Ihad better send it in, and so here it is.

When I wrote to you on the 23rd of last month,

I had no idea that the report had been released

for publication. You will see that my letter

avoids all reference to conditions in China.

As you know, what really interests me in the

Hong Kong system is its value as a model to

the International Settlements and to China.
